Harry Shipps joined 90 West as a vice president in 2017. For the past five years, he has provided research, policy, and communications support to organizations and political candidates at the local, state, and Federal level.

Before joining 90 West, Harry worked at Penn Hill Group, a leading bipartisan lobbying and consulting firm in Washington, D.C., specializing in education and workforce issues. In his role at Penn Hill Group, he supported a diverse set of business and non-profit clients by providing relevant information and guidance on Federal activity and legislation, generating both internal and external communications materials, and engaging in direct advocacy efforts with Members of Congress and key staff, among other responsibilities. He helped several clients achieve key objectives as part of the successful reauthorization of the Elementary and Secondary Education Act (ESEA), the primary Federal legislation related to K-12 education. He also helped clients engage on issues related to the annual appropriations process, Head Start Act, Carl D. Perkins Career and Technical Education Act, Higher Education Act, and numerous Federal rules and regulations

Prior to his time in D.C., Harry was the Policy and Research Director for Attorney General Martha Coakley’s 2014 campaign for Governor of Massachusetts. In that role, he helped develop and articulate statewide policies focused on a range of issues, including education, the environment, economic development, and health care. He worked closely with other senior staff – including the Campaign Manager, Press Secretary, and Finance Director – to refine and advance the campaign’s messaging and agenda. He also led research efforts on the campaign and helped Attorney General Coakley prepare for speeches, public meetings, forums, and debates. Before his time on the campaign, Harry worked primarily as a political researcher, where he helped local, State and Federal candidates and officeholders create and execute strategic policy and opposition research plans.

Originally from West Newbury, Massachusetts, Harry holds a bachelor’s degree in political science from Brandeis University.
